Under which model or system of policing, will this new proposed Police Academy follow? 

The Chinese police method, or the current status quo? 

Since China is offering a large sum of yens, into formulating this proposal, obviously China, will want to have more say and influence on the running of the proposed Police Academy. 

Which brings me to raise another point, regarding all these wonderful gifts, from the government China. Which side of the fence Samoa will take, in the event of a military confrontation between the United States of America and China in the Pacific? 

A scenario which is highly likely in the future.
