A Roman Coliseum?

Are they building a Roman Coliseum or a house of Worship at Malua with that Jubilee church?

It seems every materials are being shipped into Apia for the expansion. 

It appears nobody took the price of petrol in consideration when they estimated the project.

As petrol goes up, materials go up. Simple economy. There is also an escalating cost of living annually that appears to be forgotten as part of the budget.

Depending on when this project was funded, these costs should’ve been part of the contingency or on the risk column of any budget. 

While the average cost of living increases by 1.5 to 2% for individuals in most countries, cost of materials can increase by 30 to 90% annually in those same countries. All depending on supply and demand.

 If the church approves materials that are very limited in supply, they will pay the piper. As gugutu puts it, building on love and friendship is a thing of a past.

If the roof is too steep, use a crane to build scaffold on the roof for the workers to tie off.
