Samoa should win it already

Guam should just be ruled out because they could be nuked at any time. There is completely no safety there with all those military people there.

Tahiti is one of the richest countries in the South Pacific, on a par with New Zealand. So they definitely have the resources and the money and the facilities. I think Samoa’s facilities are better though. 

So hopefully Samoa squeaks over the line.

By 2019, Samoa’s new airport will have been open for a year. 

The Tui Samoa cable and possibly the Manatua cable should be up and running by then as well. This will vastly improve the digital television and online broadband coverage of the Games to first world standards. Livestreaming on the internet will actually be much more feasible for the first time in Samoan history. There has only been a limited capability for live streaming in the past and the quality was average to poor. 

A few other road projects in and around the Apia urban area (especially the Cross Island road upgrade) should be finished by then. This will help relieve traffic congestion around the urban area. The first stage of the Apia waterfront development project should also be nearing completion or mostly completed by 2019 as well. 

This will allow more people to use the waterfront for activities and provide a much improved environment for Samoan businesses and market stalls to operate in along the Savalalo waterfront (which is the first project of Stage 1).
