Very thoughtful idea Lupe. 

However, Samoa does not have a programme that will distribute any donation fairly. Remember all the donation for the Tsunami? 

The donation didn’t make it to the people that needed it the most or was intended for. Government officials and their families became the beneficiary of most of the donation.

The government will not allow a charity organization succeed without their influence and control. The Dictator or the Head of the mob Tuilaepa along with his families must get their cut at the top. His ministers must get theirs, and the people get the scraps from their table.
